obtain useful and comparable quotations and proposals
you should prepare a specification for the survey.
This should include:

- Background to the survey and your needs
- Objectives of the survey and how the findings will
be used
- Work required from the organisation
- Methodology
- The outcomes you expect to be achieved
- (Possibly) an estimate of the budget involved
- Who will be responsible for the project within your
organisation
- Timescales
